Section II

Infrastructure
Deployed.

Every project below is fully permitted, funded, and under active development. No projections — only built or building.

01 / Infrastructure

847

Housing Units Permitted FY25

The largest tribal housing authorization in the authority's 22-year history.

Permitted across seven enterprise zones, these units represent $68M in HUD Section 184 financing — a 3:1 federal match on tribal equity. Groundbreaking on Phase I begins March 2026 with completion targeted before the next fiscal cycle closes.

02 / Infrastructure

1,240

Broadband Miles Laid

Fiber backbone connecting 14 communities to 1Gbps symmetrical service.

Funded through USDA ReConnect Round 4 and a $22M private co-investment from regional telecom partners. The network eliminates the last digital divide gaps on the reservation, enabling telehealth, remote employment, and e-commerce for 18,000 residents.

03 / Infrastructure

62 MW

Solar Capacity Online

Clean energy production offsetting 100% of tribal government operations.

Three utility-scale arrays and a distributed rooftop program across 420 structures. Power purchase agreements with the regional grid generate $4.1M annually in sovereign revenue — funds directed entirely into the workforce development endowment.

Infrastructure is the means. These numbers are the measure — tracked annually against the 2018 pre-investment baseline.

Median Household Income

$47,200
↑ $14,100 per-capita income since baseline (2018)

Up from $33,100 in 2018. The fastest per-capita income growth among federally recognized tribes in the Mountain West region, driven by enterprise zone employment and solar revenue distributions.

High School Completion Rate

87.4%
↑ 11.2 percentage points since baseline (2018)

Surpassed the state average (84.1%) for the first time in recorded history. Driven by the Sovereign Scholars retention program and on-reservation dual-enrollment pathways with four community colleges.

Workforce Certifications Completed

1,190
↑ 890 net new certifications since baseline (2018)

Across six in-demand credential pathways. 78% of certificate-holders are employed in the field of certification within 90 days — tracked through the sovereign workforce registry.
